I discussed briefly with Mr. Goodlad before he went on holiday his thoughts about a programme for his visit to Hong Kong in September.

I understand that Mr. Goodlad has agreed with the Governor that he and his wife should arrive on the evening of Friday, 4 September in order to spend the weekend with the Governor and his family. Mr. Goodlad plans to leave on Wednesday, 9 September for Hanoi.

I know that Mr. Goodlad's main priority is to have some informal discussions with the Governor. Other thoughts on the programme were:-

EXCO on the morning of 8 September.

Some limited contacts with other political groups and community leaders (but probably not time to do separate meetings with each political party).

A visit within Hong Kong. Mr. Goodlad was very much open to the Governor's advice on what the focus should be. His last visit had a strong law and order focus. He thought that this might well be right again, but if the Governor wanted to give priority to a different theme (education?, housing?) Mr. Goodlad would be very happy to fall in.

Possibly joining one of the RN patrol craft on an anti-smuggling expedition (I believe that Lord Caithness did this on one visit).

I would propose to accompany the Minister (and as we have discussed, could certainly stay on for a few days afterwards if this was helpful in terms of detailed work on the LegCo speech). I would be grateful for a steer on the best time for me to arrive. Would the Governor plan to have the weekend en famille with the Goodlads, and prefer officials to turn up later?
