MR GOODLAD'S TRAVEL PLANS
1.
Mr Goodlad would be grateful for the Secretary of State's agreement to him visiting Hong Kong and Vietnam from Friday 4 September to Sunday 13 September,
Cambodia from 18 - 23 September and Indonesia and Thailand from 10 18 October.

Mr Goodlad is obliged to split what might otherwise be a single visit into 3 separate trips because of Prince Sihanouk's availability in Cambodia, the timing of the Thai elections and difficulties over ministerial cover.
Hong Kong and Vietnam
3. Mr Goodlad has to transit Hong Kong on his way to Hanoi. He thinks that it would be very useful to spend two days there shortly before the circulation of the proposed OPD (K) paper talking to the Governor, British officials and senior Hong Kong politicians. He will spend the weekend of 5 - 6 September with the Pattens privately.
4. The purpose of visiting Vietnam is to build on the successful visit by the Vietnamese Foreign Minister in June, to develop the bilateral relationship particularly in the commercial sphere, and to cement the present good cooperation over the return of Vietnamese migrants. Because of the difficulties of travelling in Vietnam, Mr Goodlad will need four days there to undertake a full range of calls in Hanoi, visit a province where
