rural and New Territory interests, which find expression in a new political group, the Federation for the Stability of Hong Kong (FSHK), and in the Heung Yee Kuk, which represents the rural land owners. They generally make common cause with pro-China groups or even conservative candidates in opposition to the UDHK . Some pro-China groups, such as the Federation of Trade Unions (FTU), fielded candidates in the District Board elections, although they tended to support other candidates on an ad hoc basis with the purpose of blocking either pro-Taiwan sympathisers or the United Democrats. In the LegCo elections pro-China groups won only 8% of the vote.

8. Finally there are traditional groups such as the Civic Assocation and the Reform Club. They put up candidates for the District Board elections but do not attempt to present themselves as modern political parties.

When the new Legislative Council reconvened in October 1991, following the September elections, 21 Conservative Councillors, under the leadership of Allen Lee, formed themselves into a group calling itself the Co-operative Resources Centre. It was set up to counterbalance the influence of the United Democrats and is likely, in due course, to become a fully fledged political party.
