1995 LegCo Elections
Aware that decision on the number of directly-elected
seats should be made soon. Other electoral arrangements depend on it. Will be one of the subjects at the top of Mr
Patten's agenda. We will need to take decisions on a whole range of issues when he has formed his view after consulting widely here.
- British Government is committed to discussing this and
other arrangements for the 1995 LegCo elections with the
Chinese Government.
- We want to see a steady and sustained expansion of
democracy in Hong Kong.
Chinese Recognition of. OMELCO
- We regularly make the point to the Chinese that their relations with Hong Kong would benefit from this.
Law and Order

Know what strong, and understandable, concern is felt by everyone in Hong Kong at the increase in violent crime.
Know the administration takes this problem very seriously indeed. Recent pay rise for constables shows commitment to having policemen on the ground, in numbers.
