the report in Hong Kong than in the UK and some,eg the SCMP
have critized the report as being concerned with matters
that are now very much water under the bridge. Some
questions raised, eg the Human Rights Commission and
conditions of service of the juciciary, are matters for HKG
rather than us. So far we have limited our public comment
to saying we are studying the (somewhat lengthy) report.

Domestic Concerns.
People in Hong Kong are very concerned about the growth of
violent crime (the programme includes a visit to a recent incident), smuggling, and on the economic side inflation, and signs that spending on the airport may drain funding
away from other infrastructure or social spending. These
are all issues for the Hong Kong Government to tackle, but
it will be appreciated that the Minister is taking an
interest in them. They will be described more fully in the
mood telegram which the Governor will send just before the
visit.
