Zhou visited Britain with Hu Yaobang's delegation in 1985, and with Zhao Ziyang's in 1986. He himself led a delegation for talks with the FCO in 1989 shortly before the crackdown in Peking.

Zhou and his wife, Huang Guo, have two daughters, one of whom has studied in the United States. He has a tendency to drink a great deal on social occasions, and is almost a chain smoker. speaks Russian and Polish, and is proud of his fluency in English which he likes to think he speaks with an Oxford accent. He is said to have gained his fluency interrogating American Prisoners of War in Korea.
