Thank you for sending me a copy of telegram number 257.
Our original thoughts are outlined in the attached. However, David Russ, the Director of the Far East team here has discussed the proposal with David Smith at the Trade Commission in Hong Kong and established that the Governor is not available at the time shown and that a lunch with prominent local businessmen would be more productive than an engagement with the Hong Kong Manufacturers Association. This is all that Mr Russ has done.
Firstly, I am very grateful and relieved that your colleagues in Hong Kong will take the lead on the organisation of the programme. The engagements that we would like included are:-

A meeting with the Governor.
The Financial Secretary and the Secretary for Economic Services.
A meeting with the Hong Kong and Shanghai Bank.
A lunch as outlined above - I will prepare a speech.
An event with the St David's Society/Welsh Regiment.
The above appears to represent a busy and full day but, clearly, if colleagues think that more can be accommodated, we will follow that advice. The Welsh Regiment angle is particularly important because Mr Hunt recently indicated that he would be prepared to meet representatives while in Hong Kong.
THE PARTY
The party will comprise Mr and Mrs Hunt, Ms Judith Simpson (PS), Mr J F Craig (Deputy Secretary, Welsh Office), Mr H G Roberts (Director of Information, Welsh Office), Dr Gwyn Jones (Chairman, Welsh Development Agency) and, possibly, David Russ.
