VISIT BY MINISTER FOR TRADE TO CHINA: 26-30 JULY 1992

Mr Richard Needhan will be visiting China from 26-30 July after visiting Hong Kong. A final programme has not yet been agreed but the Minister is likely to spend time in Beijing (meetings with Ministry of Economic Relations and Trade, State Planning Commission, State Council Economic and Trade Office), Tianjin (joint venture visit and meeting with Mayor, tour of Tianjin Economic/Technical Development Zone and Tanggu Port), Shanghai (joint venture and Pudong Development zone visits and call on Shanghai Commission of Foreign Economic Relations and Trade). The general aim of the visit will be to give the Minister a good feel for the current trading and investment climate in China, as well as meeting key personalities in the government and business community.

I would be grateful if copy recipients would put in hand briefing for the visit in the normal way (see attached annex for details of briefs required):

to reach this office by 5.00 pm on Friday 10 July. We have been told by the Minister's office that briefing should be concise and clearly focussed. For briefing on China projects, we only need a list of projects supported by CFA 2 and points to make on projects to flag problems or raise up-and-coming UK interests. Unless Mr Thompson advises otherwise we shall assume that recent briefing on aid and the position on a future CFA 3 stands.
