PROBLEM

A 1. To reply to Mr Allan Stewart's letter of 16 July.

RECOMMENDATION

I recommend a reply on the lines of the attached draft.

BACKGROUND AND ARGUMENT

3. No problem about Japan, other than the regular issue of too many regional Ministers chasing a finite number of inward

investors.

4. The first UK Ministerial visit to Taiwan by Mr John Redwood took place in February. The Chinese reaction was low-key and manageable. The three regional Offices of State remain keen to despatch junior Ministers to Taiwan for inward investment promotion.

The Scottish Office are first in the queue (this has been accepted by the other regions) We have consulted Sir R McLaren and the Governor of Hong Kong who are content, provided
