Dear Peter,

I was meant to be on leave the whole of August. Instead because of Iraq and Yugoslavia, I have spent the entire month behind my desk. I now see some chance that I can get away in early September for a bit and feel that if that proves possible, the priority is to take a little holiday rather than jog round the world to the IISS Conference in Seoul.

The victim of this and I regret it - is the stop over in Hong Kong. I do not think it is sensible to make a special trip for only 24 hours so I fear that I must cancel the projected visit. Would you explain to those concerned what has happened with my apologies for the efforts they have already gone to and say I hope that some other opportunity will present itself in due course?

Sorry about the trouble to which I have also put the department.
