DRAI TERMS OF REFERENCE

At the request of the Secretary for the Treasury:

To examine Hong Kong's system of public expenditure planning and control;

To comment on its suitability for Hong Kong's needs and circumstances in the coming decade;

To indicate issues requiring further examination;

To comment, in particular, on

the appropriate definition of the public sector for the purpose of expenditure planning, management and control in Hong Kong

the appropriate size of the public sector

possible improvements in public expenditure forecasting

the price basis of public expenditure

the use of project appraisal in public expenditure planning.

Preliminary backgkround information will be provided in writing by HKG, and augmented, as required, by oral briefing

in advance. The main survey will be based on a visit of one

week to Hong Kong, consisting of interviews and discussion with appropriate officials. Preliminary views to be offered at a round up discussion at the conclusion of a visit, followed by a short written report.
