Frequent Contacts in March

Zhou Nan to meet Lord Caithness

"Follow the Book!" The Chinese Will Demand

(Express News) March will be a month of frequent Sino-British contacts. Sources close to the Chinese side said that in the forthcoming contacts the Chinese side will again strongly demand that the British side must follow the spirit of the Sino-British Joint Declaration and the Memorandum of Understanding on the New Airport. They will also reiterate that the British Hong Kong Government must seek their views and consult them prior to making any major policy decisions during the transitional period.

It is obvious that the two sides have considerable differences on а series of recent issues. These include, among other things, debates over the privatization of a series of public organisations, the Court of Final Appeal and the change of the Hong Kong Government's administrative structure from executive-led to legislative-led. Some of the disputes have turned extremely heated. Their future development will directly affect the interests of the Hong Kong people.

The Sino-British contacts in March will include the talks between Mr. Zhou Nan, Director of the NCNA Hong Kong Branch and Lord Caithness, FCO Minister with Special Responsibility for Hong Kong, who is to visit Hong Kong.

In addition, the contacts will also include what announced some time earlier : the UK visit by Mr. Qian Qichen, the Chinese Minister of Foreign Affairs, for a talk with and

the British Foreign Secretary Douglas Hurd on 8 March; the Sino-British Joint Liaison Group meeting mid-March.
