1. I submit a draft speech for the British Chamber of

Commerce/British Bulldogs lunch on 2 March.

It has been

seen by Mr Ricketts and reflects his amendments.

2. I am submitting the briefing for the visit separately.

When approved, the speech should be included in Brief No 11,

(which also includes defensive lines and a background note

on the British Chamber).
