1. Your telegram number 349 prompts me to record a conversation with the Singapore High Commissioner in London in early December, before he left on his current home leave.

2. I told Aziz then that we were concerned about Chinese attitudes towards Mr Patten's electoral proposals. We knew that the Singaporeans exercised some influence with Peking. Mr Patten had enjoyed his conversation with Lee Kuan Yew on his way to Hong Kong and valued the advice Lee Kuan Yew had offered then. We hoped the Singaporeans could use their own. channels with the Chinese to make sure that the Chinese at least responded rationally to the Governor's proposals. Aziz took note and said he would pursue the issue on his return to Singapore.

3. In addition to other contacts with the Singapore High Commissioner in Christmas week, I registered our concern about Lee Kuan Yew's remarks with the Singapore Charge during a number of lunches and other social occasions before I left for Edinburgh on 18 December. Thirunagaran, although pleasant, is much more of a lightweight than Aziz and I doubt whether any report from him would help influence the Singaporean Government or Lee Kuan Yew. You might, therefore, like to contact Aziz himself before his return to London at the beginning of next month to follow up my earlier conversation; I can follow up when he is back here.
