1. Hong Kong telno 2940 (attached) returns to the charge on the

idea of registering our concern at Lee Kuan Yew's remarks in Hong Kong with the Singapore High Commission here.

I note however that the Governor seems to have scaled down

what he is expecting us to do. His first proposal was that Mr Goodlad should summon the Singapore High Commissioner (who is

in fact on leave). But since our High Commissioner in Singapore

has been over the ground with the Singapore Foreign Minister,

the Governor is now proposing merely that we place on record our

concern with the Singapore High Commission.

I recommend that this could best be done by your having a

word with the acting High Commissioner on the telephone. I have

consulted PS/Mr Goodlad, Sir John Coles and SEAD orally. All

agree that this would fit the bill, without escalating this into a bilateral row between us and the Singaporeans.

4. If you were willing to do so, the points to make are in the

Governor's draft letter to Lee Kuan Yew. Essentially:
