that a further bilateral Heads of Mission Conference on the

Transatlantic Relationship should be held (in the UK) within

the first half of 1993;

- that the developing pattern of cooperation over support

services and physical facilities at posts abroad, particularly

in the field of medical welfare, should continue to be taken

forward wherever opportunity offers;

that the programmes of inter-change of diplomatic staff and

trainees between Foreign Ministries should be developed

further;

that all viable opportunities for further colocation should

be exploited to the full.

THE HEAD OF DEPARTMENT CONCERNED HAS NOW TOLD US THAT ELLEMANN-JENSEN SPOKE FORCEFULLY TO ZHU TODAY. RESPONSE THE LATTER HAD TAKEN A VERY UNCOMPROMISING LINE. ZHU SAID THE BRITISH WERE IN BREACH OF AGREEMENTS, AND THAT MATTERS OF PRINCIPLE WERE INVOLVED. THE CHINESE OBJECTED TO THE WAY THE GOVERNOR HAD PUT FORWARD HIS PROPOSALS IN PUBLIC. ELLEMANN-JENSEN APPEALED TO THE CHINESE TO SHOW FLEXIBILITY AND
