1. I am visiting Bonn on Friday 27 March for talks with my German counterpart, Dr Zeller. I realise that this is just before Sir J Coles' talks with Schlagintweit on 2 April, but this was the only convenient time. Miss Helen Pugh from the Embassy in Bonn will note-take.

2. Dr Zeller has suggested the following agenda:

a) South Asia: India, Pakistan, Afghanistan, Regional Non-proliferation;

b) East Asia: China, including Taiwan, Japan, Hong Kong,

Korea;

c) South East Asia: Cambodia, ASEAN, EC/ASEAN.

3. I should clearly want to talk to Dr Zeller about Vietnam, Indonesia/East Timor, Burma and Sri Lanka, but I should welcome any suggestions from Departments on points that would be worth discussing, including any SPD subjects. The talks will last for a full morning followed by lunch.

4. I should be grateful if Departments could let me have by lunch-time on 25 March whatever up-to-date material there is on the stocks to draw on in talking to the Germans, on each of the likely agenda subjects.
