With reference to Mr Broucher's Note for the s Record dated 3 September, British Dependent Territories citizens who have that citizenship by virtue of their connection with Hong Kong and who also have the right of abode in the United Kingdom, would thus be British citizens. It follows that the category to which Mr Broucher refers in paragraph 2 of his minute does not exist.
