MEETING WITH PRESIDENT

1 Stephen Wall asked for a steering brief for the above. NAD suggest the following which has been seen by Sir J Coles.

The Prime Minister will leave Washington (with Mrs Major) Late afternoon on Friday, 18 December to spend Friday and Saturday night at Camp David. There is no formal timetable for a bilateral session, but this meeting with President Bush will take place at a time when the former Yugoslavia is top of the world agenda. You have already been sent an advance copy of briefing sent to the Secretary of State's party in Brussels for clearance. We will ensure that you are sent any later briefing as we receive it. The other topic of immediate importance is the GATT. This is covered in the briefing sent to you separately. Christopher Roberts will be on hand to advise and provide any supplementary briefing.

Other subjects the Prime Minister may wish to discuss are Somalia, Hong Kong/China and Russia. He may also wish to refer to Lockerbie and Iraq.

Somalia

SCR 794 was adopted on 3 December providing for UN Member States to use all necessary means to establish a secure environment for relief operations. The US are leading a coalition force. More than 20 countries have offered troops or Logistical assistance. Operations began on 9 December. Mogadishu has been secured, and the coalition forces have
