Transitional Advisers with us. Best not to have these surprises. Consultation is a two-way street.
Know that your Government has expressed concern over recent developments in LegCo. We have no intention of changing the present executive-led system of Government in Hong Kong. Do not think the proposed LegCo Standing Committee will have that
effect. Media hype disguises amount of business which is done by
LegCo (99% of funds sought by HKG so far approved).

McConnell bill (if raised):
Although bill is gathering momentum,
its prospects not yet clear. The Administration is to talk to
bill's sponsors to try to introduce amendments which would make
it more palatable. Hope to emerge with something which is
consistent with the Joint Declarations. Better to wait and see
how text emerges from these talks before we decide how to react.
