effect. Media hype disguises amount of business which is done by

LegCo (99% of funds sought by HKG so far approved).

McConnell bill (if raised):

Although bill is gathering momentum,

its prospects not yet clear. The Administration is to talk to

bill's sponsors to try to introduce amendments which would make

it more palatable. Hope to emerge with something which is

consistent with the Joint Declarations. Better to wait and see

how text emerges from these talks before we decide how to react.
