POSTS IN THE USA: HONG KONG REQUIREMENTS

1. There is occasional liaison with Washington over Hong Kong/USA bilateral negotiations, for instance on Air Service Agreements.

There has been no problem with this.

2. Otherwise the main interest of HKD will obviously be in Washington's continuing lobbying effort with Congress and members of the new Administration over MFN status for China. This effort will intensify over the next year: so far it has been performed admirably. There will also be a requirement for the Embassy to lobby and persuade opinion-formers to keep faith in the Joint Declaration and in the future of Hong Kong generally.
