INSPECTION OF POSTS IN THE USA

1. The main contact which my Section has is with Washington primarily, but not exclusively, with the Information Section. It usually involves our contributing to articles or letters being produced by the Embassy in response to disobliging comment on our Hong Kong policy, which the Embassy has picked up locally. We welcome the fact that the Embassy keeps a lookout in this way and would wish that to continue.

We have also had dealings with the Political section over how to handle the American Congress's eagerness to send "observers" to monitor the Hong Kong elections last year and also over the McConnell bill. This good access to the American Administration is important for Hong Kong. We shall be needing similar help (as always) over the MFN for China, particularly with the new Clinton Administration. The Governor will be playing a major part here, but Washington will no doubt be involved in preparing his path.

I can recall no contacts with New York over Hong Kong.
