THE MCCONNELL ACT
3. The US/Hong Kong Policy Act 1992, known generally as the McConnell Bill, was signed by President Bush on 5 October. The Act provides the legal authority for US relations with Hong Kong post-transfer of sovereignty. But also requires the Administration to "monitor" the implementation of the Joint Declaration on Hong Kong by China and the UK. The Chinese have attacked the Bill since Senator McConnell introduced it. They have also sought to persuade the UK to attack it (without success). They regard it as a prime
example of "the internationalisation of Hong Kong".
