Welcome your support for Chris Patten's proposals for

constitutional development. This modest extension of

democracy is designed to develop vigorous democratic institutions in Hong Kong. Also pleased with what you said on

8 December about the importance of maintaining a large range

of personal freedom and of human rights in Hong Kong in the

run up to 1997 and beyond.

Hope that you will be able to find time to see Chris Patten

when he visits the US. Know he would very much welcome the

opportunity to meet you.

One of the things he will want to discuss with you is the

question of MFN renewal for China and how this impacts upon

Hong Kong and our relations with China.
