1 SEC. 105. CULTURAL AND EDUCATIONA . EXCHANGES.

2 It is the sense of the Congress that the follow n

4 applicable, should be the policy of the United States afte

5 June 30, 1997, with respect tc cultu al and educationa

6 exchanges with Hong Kong:

(1) The United States should seek to maintain

and expand United States-Hong Kong relations and

exchanges in culture, education, science, and aca

demic research. The United States should encourage

American participation in bilateral exchanges with

Hong Kong, both official ard uno: ficial.

(2) The United State:: shoud actively seek to

further United States-Hong Kong: cultural relations

and promote bilateral exchanges, ncluding the nego-

tiating and concluding of appropriate agreements in

these matters.

(3) The Hong Kong Special Administrative Re-

gion should be accorded separat: status as a full

partner under the Fulbright Academic Exchange

21 Program (apart from Great Britain before July 1,

1997 and apart from the FRC thereafter), with the

establishment of a Fulbright Commission or func-

tionally equivalent mechanism.

(4) The United States should actively encour-

age Hong Kong residents to visit the United States
