1 SEC. 102. PARTICIPATION BY HONG KONG IN MULTILA1.

ERAL ORGANIZATIONS.
3 It is the sense of the Congress that the following,
4 based on provisions of the Joint Declaration, where appli
5 cable, should be the policy of the Un ted States with re-
6 spect to participation by Hong Kong in multilateral orga
7 nizations after June 30, 1997:

(1) The United States should support Hong
Kong's participation in appropriate multilateral or
ganizations that are open to non-states and in al
appropriate multilateral international conferences
agreements, and organizat ons, for which it is eligi
ble under the organization':: bylav's.
(2) The United States should continue to fulfil
its obligations to Hong Kong under internationa
agreements, so long as Hong Kong reciprocates, re-
gardless of whether the PRC is a party to the par-
ticular international agreement, unless and until
such obligations are modified or terminated accord-
ing to specified procedures.
(3) The United States should respect Hong
Kong's status as a separate customs territory, and
as a contracting party to the Ger eral Agreement on
Tariffs and Trade, whether or not the PRC partici-
pates in the latter organization.
