I spoke briefly last Friday to Tom Boasberg (Martin Lee's right-hand man) at a reception given by the US Consul-General. Boasberg (who I understand drafted the McConnell Bill) told me that he thought McConnell's interest in Hong Kong "was growing". The Bill itself is an exercise in "motherhood and apple pie": McConnell now wants to get his teeth into something meatier. suggested to Boasberg that this might revolve around greater democracy. I was unable to get more detail from Boasberg, but plan to meet him for lunch soon, and will see if he knows anything more then.

As a side-note, China's refusal of visas last month to Democratic Senators Clayborne Pell and David Boren "went down extremely badly on the Hill". They really are their own worst enemies.
