The Act is a matter for the US Congress.
Subsidiary points to use as necessary:

The US has a very large stake in Hong Kong. Natural
that they take an interest.
(c)
Appreciate the strong support which the US Administration has consistently given to the arrangements for Hong Kong's future in the Joint Declaration.
(d)
Warmly welcome continuing US investment and business interests in Hong Kong.
(e)
It would be helpful if the goodwill of the Congress towards Hong Kong could be reflected in their approach to renewing MFN for China.
