(a) PRESIDENTIAL DETERMINATION.-On or after
14 July 1, 1997, whenever the President determines that
15 Hong Kong is not sufficiently autonoinous to justify tree t
16 ment under a particular law of the United States, or my
17 provision thereof, different fro:n that accorded the [state
18 exercising sovereignty over Hong Korg] People's Republic
19 of China, the President may issue an Executive order su 3-
20 pending the application of section 201(a) to such law
21 provision of law.

(b) FACTOR FOR CONSIDERATION.—In making a d›-
