As you know (our telno 787) Solarz chaired a Congressional hearing on the McConnell Bill last week. Although I have briefed his Staffers on our attitude to the Bill, Solarz has told the Ambassador that he would like to discuss the Bill over a game of tennis this weekend (!).

2. I attach draft briefing, on which I would be grateful for your comments. As you will see the briefing implies that we would not oppose an annual report on US/Hong Kong relations, although we would have serious reservations about a report on implementation of

the JD.
