the mcconnell Bi11. We understand the aim of the Bill,

which is to support the Joint Declaration and to express

Lne united states' continuing interest in Hong Kong. But

as you will know, the Bill has provoked strong protests

from the Chinese, who claim to see it as interference by a

unard country in their affairs, and we are concerned that

it should not backfire. We have made known to the

Administration and to members of your staff that we have

concerns about the Bill. The requirement that the
