We wish to avoid background papers as far as is sensible. We shall, though, probably need to produce a background paper on the facts and figures of Hong Kong trade and investment flows, including those into China. We do plan to produce an expanded agenda to help focus the various discussions.
You may be aware that a proposal has been floated for a tripartite (Hong Kong-UK-Japan) non-governmental conference in Hong Kong next year. This might have as its aim the exploration of areas of joint/common action in support of the continuing economic prosperity and political stability of Hong Kong; the reinforcement of local and international confidence in Hong Kong's future.

There are obvious political sensitivities on a number of fronts and I know that the FCO has been taking soundings. I understand that your officials and Tokyo have broadly welcomed the idea as I believe also will the Gaimusho. The exact form of the conference, and the role that the 2000 Group might play is not clear at this stage, particularly bearing in mind the agenda for next year's 2000 Group meeting. Chatham House and Hong Kong University, who have worked together before, might also be involved. I would be grateful for any personal comments you might wish to make.
