4. Given the long lead times involved in organising an event of this sort, we cannot see it happening before, say, autumn 1993. It might then naturally arise out of the 2000 Group meeting in March and be endorsed by the two Prime Ministers during what we hope will be a substantial bilateral programme tacked on to the Prime Minister's visit to Tokyo for the G7 Economic Summit next July.
