I understand that you commissioned from Mr Morris (HKD) a draft letter for you to send to Mr Ikeda, Director General of the Bureau of Asian Affairs in the Japanese MFA. (I attach the exchange of telegrams resting with Tokyo's telno 882 proposing such a letter as a way to take advantage of the Japanese Embassy's recent signals that Japan would be willing to speak helpfully in private to China about Hong Kong.)

2. I now submit a message from you to Mr Ikeda and a telegram to Tokyo for delivery on 18 December. If you agree, FED will brief the PUS to hand a copy of the message to the Japanese Ambassador (Mr Kitamura is to call on him on 18 January).
