Mr Sugino repeated what we had heard before the President of Indonesia had expressed interest in attending the Summit in some capacity; the Japanese had to find an Asian way of handling this; they were looking for an Asia theme for discussion at the Summit and might want to relate this to the North-South Dialogue. He asked for my views. I said that all this was best discussed by the Sherpas. My personal view was that there might be merit in an Asian theme, but I doubted whether it was wise to link this to the somewhat outmoded concept of the North-South Dialogue. I could see the problem about Indonesia but invitations to countries other than the G7 (Russia being a special case), risked diluting the quality of the gathering. Mr Sugino said that he had expected that reply.
