Given extreme Chinese sensitivity about what they regard as interference, or internationalisation, of the Hong Kong issue, it is important there should be no suggestion that we are encouraging partners to lobby the Chinese on Hong Kong's behalf.
Most helpful point for M Dumas to make would be that responding to the wishes of Hong Kong people for more democracy is necessary in order to maintain stability and confidence in Hong Kong, and thereby its attraction to overseas investors.
Mr Patten's constitutional proposals have the full support of the British Government and the Prime Minister. They have also
been well received in Hong Kong.
