It seems likely that the Secretary of State will meet Michio Watanabe, the Japanese Foreign Minister, at a bilateral in the margins of the conference on aid to the ex-Soviet Union on 22 January. This will be their first meeting and some time will no doubt be taken up with courtesies, but the Secretary of State should be provided with material on the following:
