The main points at my tête-a-tête lunch with

Mr Sugino today were as follows:

Sugino said he personally felt that his Foreign Minister's visit to Peking (3 - 6 January) had been disappointing. In particular, he had had a disagreeable interview with the Chinese Prime Minister who had been unrelenting on human rights, had claimed that China had no evidence of nuclear reprocessing facilities in North Korea, and, far from welcoming Japanese concerns on peace-keeping legislation, had said that he could not understand Watanabe's explanation and that if he were a member of the Japanese Cabinet he would drop the matter.

Sugino took me through the main points of the visit much as in Tokyo telno 9. I said we were grateful for Watanabe's remarks to the Chinese on Hong Kong and particularly for his emphasis on the need to maintain the democratic system after 1997.
