The Chief claimed that the AIC still had insufficient evidence In relation to the KODAK case. He added that even though they had contacted CTS and KODAK many times, they still had not received answers from them. The chief suggested there was both a lack of Co-operation and evidence. He claimed that they had taken the case very seriously because at the time the raid action was requested, a new agreement had just been signed between China and the U.S. The Chief arranged for copies to be made of BC's business cards and travel documents and then explained that BC was a witness and had been kept in custody for his own safety. The Chief added that under Chinese law BC could be detained for up to three days initially according to their Administration Detention Laws. Such detention was for enquiries without any charge being laid. He said that they then had the right to apply for up to four more days after which they were required either to arrest or release the person detained,

BC was subsequently escorted by car to the Fuzhou Overseas Chinese Hotel in Fuzhou City accompanied by AIC officials and the official from the court prosecutor's office. Не was not required to register at the hotel and was kept in Room 617. No telephone facility was made available to him and BC observed that the AIC officials communicated by mobile telephones only. BC was not required to pay for the hotel accommodation but was required to pay for an air ticket from Fuzhou to Hong Kong on Monday, June 22, 1992. The airline reservation was made on his behalf by one of the AIC officials. BC was taken to the airport on Monday morning and after checking-in and passing through customs/Immigration was again temporary detained by uniformed police. The flight was delayed by 10 minutes until they confirmed that he could go.

BC had been provided by the Chief of the AIC a certificate from the Quanzhou City Public Security Bureau authorising his release. A copy of the certificate and translation are attached. Also attached are copies of a receipt for the purchase of food by BC during his detention and for the flight from Fuzhou to Hong Kong.
