PROPOSED VISIT TO HONG KONG AND CHINA BY A DELEGATION FROM THE 'INTERNATIONAL COMMISSION OF INQUIRY OF THE DEMOCRATIC AND LABOUR MOVEMENT AGAINST REPRESSION IN CHINA'

1.

Mr Goodlad has written a rather shorter letter to Mr Parry than recommended in Mr Ricketts' submission of 16 April (below). I attach a copy. The Minister tried to speak to Mr Parry on the telephone to convey the thought that this sort of delegation was unlikely to be helpful but Mr Parry is abroad and does not return to the UK before going to Hong Kong.

2. In case you wish to tip off No.10 (paragraph 7 of the submission) I attach a draft PS letter.
