I have just had the attached reply from the Governor to my telegrams on this matter.

Could you please take things from there? I suggest you aim at an announcement on Friday, 29 May so that Hong Kong gets the requisite notice. You will want to clear this with Mr Patten and News Department and telegraph the Governor.

I leave the other matters in the telegram to you (but I suggest we stick to "Personal Advisers" and I agree with para 4).

I am minuting the Private Office about the stage reached so that the Secretary of State, who showed much interest earlier, can be briefed.
