HONG KONG: SUPPORT FOR NEW GOVERNOR

You agreed to mention this at your next bilateral with the Secretary of State.

The Secretary of State told Mr Allen Lee on 23 January that "The new Governor would need to be accompanied by a new outfit in Hong Kong". And that "the Hong Kong Government structure would need to change".

This is a pretty complicated matter. The Hong Kong Government structure is paid for by the Hong Kong taxpayer. There are formal processes involved in changing it. There could well be resistance to attempts to introduce people working for British interests.

4.

I am having a paper prepared which will describe the nature of the problem and set out some options. Meanwhile, I suggest that no commitment is made on the kind of changes which will accompany the new Governor.
