of Sir David Wilson as reported in the Express yesterday, the sources said that Sir David had helped fight for the British nationality package and the Bill of Rights for HK and both of these issues had received severe criticisms from both China
and Britain.
Speculation on next Governor: Ming Pao reported yesterday that the Sun in Britain said that Mrs Margaret Thatcher was an ideal choice for the next HK Governor. The paper quoted the Times in London as saying that the Conservative Party and Labour had arrived at a consensus that the next HK Governor should be an experienced politician. It was interesting that while the Conservative Party considered Peter Brooke as a candidate for the next HK Governor, Labour also favoured someone with experience in work on Northern Ireland as candidate for the next Governor. It looked as though there were similarities between HK and Northern Ireland. The paper said that David Owen was also widely tipped as next Governor.
Another story in yesterday's Ming Pao quoted authoritative Government sources as saying that the next Governor would be in HK in or before the third quarter so that he would have sufficient time to prepare for the new Legco session to commence in October. However, the exact timing had not been fixed and would depend on the election in Britain. There had not been a list of candidates for the next Governor, but the sources said that the next Governor would not be a local person. He also said that as CS Sir David Ford would be helping the new Governor familiarise with his job, Sir David Ford could not be replaced simultaneously with the Governor. The sources also said that Sir David Wilson was likely to visit Peking before he left his job next summer,
In today's HK Economic Times, FCO sources were quoted as saying that PM John Major had said that the last HK Governor should be a British person. This did not rule out the possibility of Baroness Dunn becoming the last HK Governor. While the Conservatives favoured Dr David Owen as the next Governor, Labour proposed Lord Richard, Lord Clinton-Davis, Merlyn Rees, Eric Varley and Lord Mason. Today's Ming Pao quoted an editorial in the Daily Telegraph as tipping Dr David Owen as the next Governor.
Letter to councillors: Some papers reported that Governor Sir David Wilson had written to Legco members on his retirement. Sir David sald that he would continue to do his best in the months in which he would
be HK Governor.
