The stop-and-search operation in Tsim Sha Tsui, reculedag 4n serrous injury to a police officer, topped media coverage today. Meny papara continued to publish follow-up reports on the announcement of Sir David Wilson's retirement as HK Governor, highlighting the coming Legeo motion debate on the chộtee of his succeseor. The Oriental Delly News played up rumours in London of CS Sir David Ford's retirement, The Express prominently featured the wide difference berween the British and Chinese sides over the CFA's judicial power. The HK Economie Journal carried on interview with the newly appointed Jardine director, Sir Charles Powell, on the company's listing status and the Governor's retirement. Legco member Edward Chen's proposal for a Legco committee system was given good play by some papers. The SCM Post's front-page lead carried a story on surprise low tenders for the Lantau fixed crossing. ·

GOVERNOR

Legco discussions: A package of news relating to governorship received prominent coverage in the media. It was noted that a member of the Co-operative Resources Centre, Howard Young, would propose a motion debate in Legco, calling on the authorities to collect people's views on the next Governor and forward them to London. Meanwhile, Legco would today discuss the change of Governor at a closed-door session after its open in-house meeting today.

Chief Secretary: The lead story in Sing Tao Daily quoted a senior Government official as saying that as it would take time for the new Governor to settle down, he thought that CS Sir David Ford would remain on his job for at least another 18 to 24 months. On allegations in commentaries in the left-wing press that the change of Governor was a deliberate attempt to give powers to Legco, the official said that there was too much "secret plot" accusations in the thinking. The official refuted speculation that the Governor was at odds with the CS. The official said that the announcement of Sir David Wilson's retirement had been made early because there had been a lot of speculation on the matter. The announcement now tied in with the granting of a life peerage to Sir David. The official also said that no successor had been named because the selection would require agreement between the Conservetive and Labour parties. This was because of the general election. Moreover, there were no many Chins experts at FCO and a selection was no easy job.
