CALL BY LORD WILSON, FORMER GOVERNOR OF HONG KONG:
21 JULY 1992
Lord Wilson left Hong Kong on 3 July and travelled
in Thailand and Switzerland before returning to London
this week. He took his seat in the House of Lords on
15 July.

In preparation for this call, the Prime Minister may
care to glance at Lord Wilson's valedictory despatch, of which I enclose a copy.
He will no doubt wish to thank
Lord Wilson for his service, most notably over Hong Kong where he had been/Political Adviser, then one of the
architects of the Joint Declaration when he was Assistant
Under-Secretary and, above all, as Governor of Hong Kong during five crucial years, made much more difficult by
Tiananmen in June 1989.
Lord Wilson is keeping himself up-to-date on Hong Kong business But we assume that the Prime Minister will not wish to engage in detailed discussion with him about
the way Mr Patten is now tackling the airport problem and
