SIGNATURE OF THE GOVERNOR IN OFFICIAL DOCUMENTS

1. As requested by Government House, I spoke to Mrs Rider Hill at the College of Arms about the correct style and title of Sir David Wilson in official documents after 14 February when he becomes Lord Wilson. Mrs Rider Hill explained to me that Sir Colin Cole, Garter Principal King of Arms, had already replied to Government House. attach a photocopy of his letter of 12 February faxed to me this afternoon.

2. There is perhaps one point I should add, since it is not apparent from Sir Colin Cole's letter. The Governor would sign as 'Wilson of Tillyorn' Underneath that would be 'The Right Honourable Lord Wilson of Tillyorn' and below it would be 'Governor of the Crown Colony of Hong Kong! Governor's signature as 'Wilson of Tillyorn' was discussed with Government House by Mrs Rider Hill in telephone conversations previous to the Government House letter of 12 February (a copy of which you kindly passed to me).

3. You queried the use of the words 'The Right Honourable' in Lord Wilson's title. Mrs Rider Hill informed me that the College of Arms takes the view that all barons are entitled to be called 'The Right Honourable
