INVITATION TO ADDRESS CONSERVATIVE BACKBENCH FOREIGN AFFAIRS COMMITTEE: 23 JUNE AT 1615 HOURS

1.

Edward Garnier, the newly-elected Vice-Chairman of the FAC has asked whether Mr Patten would be willing to address them before he goes to Hong Kong and has suggested 1615 hours on 23 June.

2. Mr Patten's inclination is to suggest that he have a drink with the officers of the Committee instead. He thinks that it would be difficult for him, as Governor-designate, to address the full Committee. He would be grateful for the Minister's views and those of Mr Fraser and Mr Bickham to whom I am copying this minute.
