Zonta International have asked for Mr. Patten to make a short speech of welcome. However, we are conscious that this will be Mr. Patten's first speech at an official ceremony, apart from the one he will give on the day of his arrival in Hong Kong. It is therefore likely to arouse a certain amount of press interest. We therefore thought it sensible to include a certain amount
of substance.
Further details of the ceremony will be available after Mr. Patten's arrival in Hong Kong.
