Mr Dinham in the Governor' S party asked us to let him have some urgent advice on the implications of the Queen's decision to become liable for tax for the Governor's own tax position.

2. I have this evening faxed to the Embassy a letter for Mr Dinham. I am nervous about sending correspondence of this sensitivity to the hotel fax for the Governor's party. With apologies for the inconvenience, I would be very grateful if you could arrange to get this fax to Mr Dinham before the party leave for Hong Kong if that is feasible (I do not know their departure time). I am also sending a second copy of the letter to Hong Kong in case this misses them in Tokyo.
