MR PATTEN'S MEETING WITH THE ARCHBISHOP OF YORK AND

COLLEAGUES ON 23 JUNE

For his meeting with the Archbishop of York and

colleagues, Mr Patten might wish to consider the following points of view made by the Archbishop in the House of Lords

on 7 May:

(a) Loss of credibility of HMG in Hong Kong since 1989.

(b) Hopelessness of HMG trying to meet China's more

unreasonable demands.

(c) British citizenship, Right of Abode and Asylum Bill. (d) Strengthen democratic structures.

In response to these points, Mr Patten may wish to use the following taken from analysis of the ICJ report on Hong

Kong:

BDTCS should be given the right of abode in the UK.

To give right of abode in the UK to all Hong Kong British nationals would be an enormous new immigration commitment on

an unprecedented scale. It would be irresponsible for us to make commitments or raise expectations that no future

British Government could possibly meet.

Right of Abode in the UK for BDTC's of non-Chinese origin. British Dependent Territories Citizens of non-Chinese origin are eligible to apply under the British Nationality Scheme. In addition the Government has made a commitment that if in
